9 화평케 하는 자는 복이 있나니 저희가 하나님의 아들이라 일컬음을 받을 것임이요.

Blessed are the peacemakers, for they will be called sons of God.

‘산상설교’ (마태5장, 6장, 7장)의 가르침대로 산다는 것은 불가능 합니다.

‘산상설교의 가르침대로 산다.’는 것 자체가 너무 힘들고 자신이 손해를 보아야 실천이 가능하기 때문입니다.

기독교 역사 2000년 동안 무수한 신학이 정립되고 발전되어 왔지만, 정작 기독교신학의 가장 중요한 산상설교의 가르침을 각자의 삶에다 적용시켜 사는 것에는 인색해 왔습니다.

실천으로 옮기는데 가장 주저 하는 부분이면서도 아직도 뜨거운 논쟁으로 떠올릴 수 있는 것은 오늘날 우리에게 ‘비폭력의 길’, ‘인간애의 길’, ‘평화 창조의 길’,...한마디로 말해서 산상설교는 ‘인간 구원의 길’을 제시해 주기 때문에 아직도 뜨거운 논쟁거리로 등장하곤 합니다.

그리스도교의 가장 심각한 분리는 가톨릭과 개신교의 분리가 아니고 종교와 정치의 분리입니다.
예수의 삶과 가르침은 일요일의 설교와 성탄절 이야기에만 적합하고 정치적 입장에서는 전혀 사용 될 수 없다고 생각하는 분들이 많이 있습니다.

예수의 가르침을 정치와는 상관없이 단지 영적으로만(?) 성경을 해석해야만 신령하고 경건한 신앙인이라는 생각이 지배적이었습니다.

하지만 현대에 이르러서는 개인 혼자만의 힘으로는 평화를 지킬 수 없습니다. 개인적으로 평온한 질서를 원한다고 해도 주변의 상황이 뒷받침 해 주지 않으면, 그 개인의 평화는 존재하지 않는 게 현대사회의 상황입니다.

9월11일 미국이 당한 테러에 입각하여 미국국민의 90%가 미국의 자존심을 위해 보복을 원하고. 83%는 전쟁을 불사하고라도 보복할 것을 결의하고 있습니다. 미국뿐 아니고 러시아, 영국, 프랑스, 호주,,,, 대한민국까지도 방송매체를 통해 ‘미국의 보복에 가담하거나 응원한다.’ 는 정부의 동향을 국민에게 알리고 있습니다.

보복을 원하고 피의 전쟁을 결의하는 사람 가운데는 정치인뿐만 아니고 종교인들도 있을 것이고, 신부와 목사도 사람들의 손을 잡고 기도할 것입니다. 한번 묻겠습니다!
무엇을 위해 기도합니까!
누구를 위한 기도입니까!
미국의 승리 넘어 에는 아프가니스탄의 무수한 인명이 희생되어야 합니다.

테러는 나쁩니다. 진짜 나쁩니다.
하지만, 더 나쁜 것은 전쟁입니다.

반드시 짚고 넘어가야 할 점은 '힘에 의한 평화', '힘에 의한 정의'에 의존하는 국제질서에는 많은 모순이 숨겨져 있다는 것입니다. '힘에 의한 평화' ,'힘에 의한 정의' '강대국에 의한 질서' 속에는 많은 약소국가나 민족들의 원망이 배출 못한 상태로 응어리 져 있음을 알아야 합니다.

1945년 이래 계속 되어 온 팔레스틴 자치지구와 이스라엘과의 유혈충돌, 그때마다 무조건 이스라엘편만 드는 미국정부, 1979년부터 1980년대 초에 이르기까지 구소련의 아프가니스탄에 대한 무력 침공, 걸프전(1990-1991), 민족청소라는(인종청소) 무자비한 신조어까지 파생시킨 유고의 내전, 동유럽 국가들의 끊임없는 독립분쟁전쟁, 아프리카 대륙의 크고 작은 내전들... 그 밖에도 1980년 이후에도 지구상에는 끊임없는 유혈충돌이 벌어지고 있습니다. 또 이러한 전쟁 속에 수많은 사람들이 이유 없이 희생당하곤 했습니다.

그때도 우리나라를 비롯하여 미국, 러시아, 영국, 프랑스, 호주 등이 지금처럼 분노하고, 온 국민이 아니 온 세계가 들끓었습니까!?

1980년 이후의 국지전에는 자국내의 문제뿐 아니고 강대국의 이권이 개입 되어 벌어지는 전쟁들도 많았습니다.
그때는 왜!?
세계의 언론들은 침착 일변도였고, 각국의 수뇌부들은 국제 정세를 관망만 하고, 종교인들은 어떤 행동을, 어떤 기도를 가지고 울부짖었습니까!

그때는 남의 집 불구경 보듯 한 사람들이 왜? 미국의 9월11일 테러 사건에만 온 세계가 벌집 쑤시듯 들끓고, 미국대통령이 자국의 국민들에게 '테러에 희생된 사람들을 위해서 애도의 날을 갖자'고 제정한 '애도의 날'에 대한민국까지도 솔선수범을 해야 합니까!?

지난 20년 동안 지구촌에서 벌어진 크고 작은 전쟁으로 희생된 인명 피해는 미국의 9월11일 있었던 테러의 희생자들보다 몇 백 배 더 많았습니다. 20년 전의(1979년부터 1980년대 초반) 아프가니스탄의 전쟁 피해는 이란 국경 내에만 아프가니스탄난민을 100만 명 넘게 만들었습니다.

그때는 침묵하던 사람들이, 미국의 테러사건에만 왜!? 가슴을 쥐어 뜯어야 합니까!? 순수한 인도적 차원이라면 공평하게 어느 나라, 어느 민족이건, 똑같이 애도를 표해야지 왜!? 미국에만 쏟아 부어야 합니까!?

이런 말 하기는 싫습니다. 정말 싫습니다.
하지만 싫든 좋든 현대세계의 실제상황입니다.
현대 세계는 가장 큰 종교를 '경제'라는 신비한 형상에서 찾고, ‘돈’을 가장 위대한 신으로 만들고 있습니다.

미국이 당한 테러 앞에서 전 세계가 경악하고 분노하는 것은 각국의 경제•외교 문제가 가장 크게 작용하기 때문입니다. TV뉴스나 신문지상에는 미국테러 이후 온 세계의 경제시장이 비틀거리며 춤추는 모습들이 보도 되곤 합니다. 전 세계 주식 시장의 폭락, 금과 원유의 폭등, 수출업계의 비상...전쟁 아닌 전쟁사태입니다.

각국의 이익 챙기기에는 미국, 소련(러시아), 영국, 프랑스, 호주, 일본....구분이 없었습니다. 미국의 피의 보복에 박수를 치며 응원 보내는 나라들이 바로 이 강대국들입니다. 러시아는 이미 몇 해 전에 모스크바에서 건물폭파와 함께 280명이나 죽는 테러를 당한 적이 있고, 영국, 프랑스, 호주, 일본도 언제 불똥이 자기들에게 튈 바를 모르는 판국입니다. 국제사회에서 살아남기 위해서는 '힘에 의한 질서'에 편응 해야 하고, 이런 법칙 아래서 강대국은 자국의 이익만을 챙겼습니다.

대표적으로 구소련의 동구권 침공, 특히 1979년부터 1980년대 초반의 아프가니스탄에 대한 무력침공, 1978년 영국이 아르헨티나와 벌인 포틀랜드 전쟁, 그 밖에도 선진 복지 국가라고 자부심을 내세우는 호주정부가 호주대륙의 원주민인 애버딘들에 대한 끊임없는 차별정책, 영국과 에이레와의 충돌....이처럼 끝이 없는 게 강대국의 ‘실리추구 정책’이었습니다.

또 1940년대 까지는 강대국의 제국주의 정책이 팽배하였습니다. 그 여파로 중동지역의 대부분은 영국과 프랑스의 식민지 지배 체제아래 있었습니다.

이런 형편이니 러시아의 푸친 대통령이나 다른 강대국들도 자기들이 과거에 저지른 약소국가에 대한 만행은 일체 외면하고 표면에 드러난 테러에 대한 강력한 응징 정책만을 표방하여, 미국의 피의 보복에 대한 응원을 보내고 있습니다.

클린턴이 대통령시절에 미국의 클린턴 행정부는 '담배와의 전쟁'을 선포하고 청소년을 보호하는 정책을 폈습니다. 자기들 국민을 보호하는 정책에 미국의 담배업계가 타격을 입자 클린턴 행정부는 미국 기업을 살리기 위해 동남아 국가들에게 무역압력을 가해서 미국담배를 팔게 했습니다. 결국은 미국의 국민과 기업을 보호하고자 동남아, 특히 한국의 청소년들이 희생되게 한 게 클린턴 행정부의 '담배와의 전쟁' 정책이었습니다.

국제 사회는 '힘의 사회’입니다.
이것이 현실입니다.

미국의 테러 사건이 일어날 때 전 세계는 경악을 했지만 팔레스틴 자치지구내의 주민들은 길거리로 뛰쳐나와서 만세를 불렀습니다. 이 사람들의 만세는 무엇을 의미합니까?
그들이 동물입니까!
악마입니까!
아닙니다. 우리와 같은 인간일 뿐입니다.

아프가니스탄 국민들도 미국과 러시아를 모조리 원수 취급합니다. 미국의 눈치를 살펴야 하는 우리나라 방송매체가 무조건 미국 편을 드는 방송을 할 때 '뉴욕타임즈'에서는 전쟁으로 인한 보복에 앞서 '뿌리 깊은 반미 감정부터 검토할 시기'라는 반성의 소리를 했습니다. 이것이 민주주의입니다.

국민의 83%가 피를 부르는 전쟁을 원해도 다른 한편에서는 용감히 반대되는 의견을 제시하는 사회가 민주주의입니다.

지금 TV 광고시간에 유명 연예인들이 “앞으로의 세상은 어린이들이 주역입니다. 내일의 세계를 위해서는 너와 내 아이 할 것 없이 밝고 건강하게 어린이를 키우자”는 유니세프(U.N.F)-'세계 어린이를 돕기 위한 U.N기구'-운동이 한참 입니다. 팔레스타인자치지구, 아프카니스탄, 유고와 세르비아, 아프리카,...이런 지역에는 어린이가 없습니까?

여기서 짚고 넘어가야 할 점들은

1) 1980년대의 미국 연예인들이 만든 ‘We are the world’―여기서 ‘우리’의 경계선은 어디까지 입니까?
2) 영국 연예인들이 이디오피아와 그 밖의 아프리카에서 일어나는 전쟁과 가뭄으로 인해 굶주려 죽어가는 어린이들을 위해서 만든 ‘Do they know Christmas?’ 과연 누구를 위한 노래입니까?
3) 배부른 사람에게 주어지는 빵 한 덩어리와 굶주린 사람에게 주어진 빵 한 덩어리는 그 값어치와 의미가 다릅니다.
4) 전쟁에 가장 크게 희생되는 것은 여자와 어린아이들 입니다.

다른 지역의 전쟁에서 아이들과 여자들이 굶주리고, 다치고, 죽어갈 때 가만히 있던 나라들의 정치인, 방송인, 종교인들이
왜!?
지금에만 유난히 법석을 떨어야 합니까!?

반복합니다.

지금 세계는 미국이라는 거대나라의 정치적󰋯경제적 영향력과 연결 안 된 나라는 세계의 어느 한 곳에도 없습니다. 아프가니스탄을 소련이 침공하고, 세계 곳곳에서 내전이 일어나 아비규환으로 변하고 저주 받은 땅으로 일컬어질 만큼 황폐해져도 다른 나라들은 피해 입을 것이 별로 없었습니다.

그런데 미국이 당한 테러 앞에서 세계의 경제가 모조리 흔들렸습니다. 지금 까지 버티어온 ‘힘에 의한 평화' ‘강대국에 의한 질서' '강한 자 만이 살아남을 수 있는 사회'가 이 땅 위에 이룩된'정의와 평화' 이었습니다.

20세기 인류의 가장 위대한 인물 중 한 사람인 마하트마 간디의 “나는 종교가 정치와 아무런 상관이 없다고 주장하는 자들은, 종교가 무엇을 의미하는지를 모른다고 주저 없이 말할 수 있다.”는 말을 기억해야 합니다.

진리는 변함이 없되, 진리는 지켜야 하는 방법은 상황에 따라 다를 수밖에 없습니다. 우리나라도 지금은 정󰋯교 분리의 원칙을 주장하는 사람들이 많지만 1919년 3월1일 민족 대표 33인 중 반 수 이상이 기독교인이었고 나머지도 불교, 천도교 등 종교 지도자들이 유난히 많았음은, 결코 ‘평화는 머리 속에서 오는 것이 아님’을 일깨워 준 사건이었습니다.

영화 '피스메이커'에서는 조지󰋯클리니라는 미국식 영웅주의 보다는 핵탄두를 지니고 뉴욕의 유엔총회 건물에 테러를 시도하려는 세르비아 대학교수의(구 유고의 테러리스트) 말을 생각해 보시기 바랍니다.

“ 세르비아 내전 때 인종청소와 학살이 자행으로 내 가족, 내 형제, 내 조국을 전쟁이 다 앗아갔는데 UN이나 UN안전보장이사회 는 명목뿐, 유엔은 무력하기 짝이 없고 미국은 침묵으로 일관할 뿐, ....우리에게 무엇을 해주었는지...초토화된 조국과 나뒹구는 어린 딸과 부인의 시신 앞에서 강대국들의 이권 다툼에 경각심을 주기위해서 이 테러를 계획했다.”는 내용입니다.

또 올리버 스톤 감독의 ‘세이비어’ (Savior)는 미국 영화의 상징처럼 되어버린 영웅의 탄생, 스펙터클한 전쟁의 장면, 옳은 편은 언제나 아군, 승리 또한 아군이라는 공식에서 떠난 영화입니다.
또 전쟁을 기록한 다큐멘터리식의 영화도 아닙니다.
전쟁이나 사상(ism) 과는 관계가 없는 민간인 특히 여자들이나 어린아이에게 가해지는 전쟁의 참혹상을 일깨워 주려고 합니다.

솔직히 테러 응징에 대한 미국의 선전 포고와 이 소식을 듣고서 ‘미국이 이기게 해 달라!’고 기도하는 목사보다는 올리버 스톤 감독의 메시지가 산상설교에 더 부합되고 있음을 전 세계 기독교인들은 받아들일 때가 되었습니다. 무엇이 성경의 정신인가!
누가 성경의 정신을 이어 받고 있는가!

1981년을 기준으로 할 때 (20년 전) NATO(북대서양 조약기구)에서 군비를 위해 4시간 동안 쓰여 지는 돈이 약 2500억원 정도라고 합니다. 동시에 나토에서 2500억원이 쓰여 지는 4시간 동안에 지구상에서는 7000명의 어린이들이 굶주려서 죽어간다고 합니다.
2초마다 한 어린생명이 굶주려 죽어가는 꼴입니다.

2003년에는 전 세계에서 군사비로 단 하루에 26억 2천만 달러가 사용된다고 합니다.

유니세프 목적은 바로 이런 어린이들을 도와주자는데 있는데!...과연 우리나라 연예인들의 광고는 이들을 위한 광고 입니까?
여러분이나 나도, 아니면 그 밖의 기독교인이 이것을 듣고, 보고, 느끼고, 무엇을 위해 기도해야 합니까!

우리는 예수를 '주'로 고백합니다. 또 예수의 가르침은 인류문화에 있어서 최고의 정신을 부여한다고 합니다. 하지만 예수종교에게 중요한 것은
“종교의 형식이 아니고 내용입니다.”
“형식적 정의가 아니라 사랑입니다.”
“이론이 아니고 실천입니다.”
“평화의 말이 아니라 평화의 행동이며, 가르침이 아니라 삶입니다.”

산상설교는 현실의 인간세계를 위해서 선포된 말씀입니다.

여성 운동이 아무리 활발한 21세기라 하더라도 지구촌의 대다수에서는 오늘날까지 폭력, 복종, 성과(결과), 명령, 사상과 같은 남성적인 지배이론에 의해 세계 질서가 다스려지고 있습니다. '

평화를 원한다면 전쟁을 준비하라'는 로마의 격언을 전통으로 각국은 자국의 이익만을 내세워 ‘강한 자만이 득세할 수 있다’는 '힘의 원리'를 '국제사회의 원칙'으로 인정하고 실행하고 있습니다.

먹으면 지혜로워 진다는 ‘선악과’를 인간이 먹고 더 지혜로워 진 것이 아니고, 선악과를 먹음으로써 자기책임은 자기가 책임져야 하는 결단이 촉구되었습니다(창세기 3장 참고). 인간의 자의성에 의한 결단은 갈수록 악화되어 갔습니다(창세기 4장 가인과 라멕의 살인을 비교).성경기자는 창세기 3장 인간의 타락이후 곧 이어 나오는 4장의 살인에서부터 인간성의 심각성을 후손들에게 깨우쳐 주려고 합니다.

인간의 힘은 파괴적 이라는 데 그 비극이 있습니다.
전쟁은 생태학적으로 모든 피조물들을 위협합니다.(로마서 8;22 참고)

'힘에 의한 평화' '힘에 의한 정의'는 결국 전쟁으로 치닫고, 전쟁은 사람뿐 아니고 자연, 종국에는 땅까지도 못쓰게 됩니다.

핵 무기사용은 땅에게 까지도 인간이 버림을 당하게 됩니다.

1986년 구소련의 체르노빌 원자력 발전소의 폭발 이후 그 인근 지역에서 출생한 사람들에게 엄청난 기형아의 출산이라는 돌이킬 수 없는 고통을 안겨 주고 있습니다. 또 선진국들의 핵무기 시험장인 남태평양의 크고 작은 섬들에서도 예기치 못한 식물의 돌연변이 현상과 (영화'고질라'는 프랑스가 핵 실험한 후 이구아나가 유전자 변이로 인해 태어난 돌연변이 변종괴물 대한 상상이지만, 식물계에서 돌연변이는 흔함) 기형아들의 출산이라는 후유증에 시달리고 있습니다.

이런 일들이 미국, 영국, 프랑스, 호주 (러시아는 아직까지 언론을 은폐)에서 일어났다면 온 국민이 들끓고, 분노하고 매일 데모했을 일입니다. 하지만 현재까지는 소수의 환경 운동가만 적극적이었지, 세계의 주목을 받지 못하고 있습니다.

옛날의 종말은 '하나님에 의해서' 라고 믿고 설교한 목사님들도 21세기에는 인간의 손에 의해서 지구가, 또는 인류가 멸망 될 수 있음이 가장 큰 상처로 다가 옵니다.

테러를 옹호하는 것이 절대 아님을 또 한번 강조하겠습니다.

미국은 모조리 좋고, 미국의 행동은 모조리 정당하다고, 또 반대로 미국정부는 모조리 나쁘다고 볼 필요는 없습니다. 하지만 살면서 깊이 생각해야 할 점은,
무엇이 정의인가!
힘인가!
평화인가!
질서인가! ....하는 점입니다.

이사야 2:4또는 미가 4:4∼5를 보면 칼, 창이라는 전쟁도구를 가지고 농기구로 바꾸고, 자기가 농사지은 포도나무 아래서 쉬는 것이 평화시대, 메시야 도래 시대라고 노래합니다.
2700년 전 농경문화, 그것도 강대국들의 쉼 없는 침략과 다툼 속에서 이스라엘 예언자들이 생각해 낼 수 있었던 평화의 염원이고, 상황이었습니다.

지금은 2001년입니다. 유목이나 농업을 생계의 수단으로 삼는 사람은 소수에 불과하지만, 진리는 변함이 없습니다.
성경은 시대를 뛰어 넘어 '진정한 평화'란 '국가간의 힘의 균형'에서 나오는 것이 아니고 '여호와의 정의가 실천되는 곳'에서만 가능할 수 있음을 강조합니다.

자연의 세계는 아름답다고 하지만 그 안의 개체들은 숨 막히는 먹이사슬의 투쟁 속에서 약삭빠르고, 강한 자만이 살아남습니다. 이러한 격렬한 삶이 모여 인간의 눈에 '보기에 좋더라.'는 자연 생태계를 유지하고 있는 것입니다.
하지만 인간한테도 동물의 세계에 존재하는 생존 법칙이 똑같이 적용 될 수는 없습니다. 인간은 국가와, 민족을 떠나서 어떠한 상황에서 태어날 지라도 태어날 때부터 존엄성을 가지고 태어나기 때문입니다. (창 1: 27∼28참고)

결론으로 들어가겠습니다.

현대인은 삶은 어느 한 개인이나 집단의 노력만으로 평화가 이룩되는 것은 아닙니다. 매일 3번 '샬롬'으로 상대방한테 인사를 해도 평화는 저절로 오지 않습니다.

미국의 테러 응징 보복선포에 아프가니스탄도 미국에 대응하기 위한 성전 (지하드, 거룩한 전쟁)을 선포했습니다.

아프가니스탄에서 팔레반 정권의 정치인이나 군사력을 쥐고 흔드는 인물만이 전쟁에 희생 되는 것이 아닙니다. 미국이 당한 테러 앞에 온 세계가 들끓고 , 분노하고, 애도하고, 기도하고, 보복 할 때 아프가니스탄의 민간인, 그것도 힘없는 여자나 어린이들을 위해 누가 이 역할을 해 줄 것입니까!?

전쟁의 희생자인 민간인들을 어떻게 보상해 줄 수 있습니까!?

인간의 삶에는 대답할 수 없는 것이 너무 많습니다.

특히 복잡한 국가 정치나 한 발 더 나아가 국제사회의 경제•외교 문제는 더 복잡하고 난해해서 이론과 결과만으로 판단하기 어려울 때가 많습니다.
또 한 두 명의 의견이 답이 될 수 없을 때도 많습니다.

이사야 40장 6‐8절처럼 인간이, 인류가 쌓아 올린 역사나 문화는 항상 흥망성쇠가 있어 왔습니다.
끝이 있는 게 인간의 역사입니다.

오늘의 본문 마 5:9 “화평하게 하는 자는 (평화를 만드는 자) 복이 있나니 하나님의 아들이라 일컬음을 받을 것이요”도-인류가 이룩한 적도, 앞으로도 이루지 못 할 산상 설교라 하더라도- 이 정신을 인간세상의 기본으로 할 때만이 비로소 후손에게 길이요, 진리요, 생명을 물려 줄 수 있는 것입니다.

기독교인, 이슬람교인, 선진국, 후진국, 가진 자, 없는 자, 정상인, 장애인,....들이 모여 세계는 하나를 이루고 있습니다. 평화는 너와 내가 아니고 우리가 모여서 만듭니다.


곧 평화를 만드는 자(하나님의 아들들)는 역사를 이어주고, 생명을 전해주는 자임을 기억하시기 바랍니다.

Matthew 5:9
Blessed are the peacemakers, for they will be called sons of God.

It is near impossible to live according to the teaching of ‘the Sermon on the Mount’ (Matthew Chapter 6,7).

It is because ‘living according to the Sermon on the Mount’ itself is too difficult and because it is hard to practice without one’s loss.

For 2000 history of Christianity, many sorts of theology have been established and developed, but then have been stingy indeed in applying to each person’s life the teaching of the Sermon on the Mount, one of most important in Christianity divinity.

For us who live modern days, the most hesitant to put into practice and still hot subjects are ‘the way of nonviolence,’ ‘the way of human love,’ ‘the way of peacemaking,’.... In a word, the Sermon on the Mount suggests ‘the way to human salvation,’ which tends to appear as still a hot theme.


The most grievous separation in Christianity is not separation of Catholic and Protestant, but separation of religion and politics.

There are many people who think the life and teaching of Jesus is only fit for Sunday sermons and Christmas stories, but that it can never be used in a political sense.

A prevailing thinking was that one must interpret Jesus’ teaching only spiritually(?), irrespective of politics, to be a pious religionist.

However, a single power only by a person doesn’t maintain peace by modern times. If a person want a peaceful public order personally, the person’s own peace cannot exist if the circumstances don’t cooperate. This is a situation in modern times.


Responsive to the terror that America just had on September 11, 90% of Americans want revenge for the sake of America’s pride. 83% favor a solution to revenge even if war involves. Not only America, but also such countries as Russia, Britain, France, Australia, even Korea are announcing their governments’ trends to the public through the media, saying ‘We share or support the revenge of America.’

Among those who make a resolution of revenge and war of blood, there would be politicians, religionists, and priests and ministers who would pray holding hands of people. I ask a question.
What is the prayer for?
Who is the prayer for?
Beyond the victory of America, there should be numerous loss of lives in Afghanistan.

Terror is bad, real bad.
But even worse is war.


What we must have in mind is, there are many contradictions hidden in the international order that depend on ‘Peace by Force’ and ‘Justice by Force.’ We must know, there are many minor powers’ or minority races’ unvented clots of grudges in those ‘Peace by Force,’ ‘Justice by Force’ and ‘order by Big Powers.’


Conflict of blood between Palestinian autonomy and Israel which has been continued since 1945 and American Authority that unconditionally favored Israel on every occasion, The Soviet Invasion of Afghanistan from 1979 through early 1980, The Persian Gulf War(1990~1991), The Civil War in Yugoslavia(1991-1995) that coined the new brutal word, Ethnic Cleansing, unceasing wars for independence in Eastern European Countries, small and big civil wars in the African continent.... Besides, countless bloodshed collisions have been on the earth even after 1980. In each of these wars, an innumerable number of people used to be murdered without reason.

At those times as well, were such countries as Korea, America, Russia, Britain, France and Australia enraged as this time? Were all the people, nay, the whole world seething with anger as this time?!

In many Local wars after 1980, there have been not only the countries’ problems but also big powers’ interests involved before the wars began.
Why then?!
How calm and unagitated the world opinions were!
Weren’t leaders of each nation standing on the fence of the international situation!
In what action, what attitude and what prayer were the religionists wailing!

At those times, all of them remained as if mere onlookers.
But why is all the world seething in agitation only on this 9.11 Terror in America? Why should Korea too take the initiative on the ‘day of mourning’ which the president in America proposed to their nation in commemoration of victims in the terror?!


In big or small wars in the global village in last 20 years, the loss of lives are more than 100 times as many as the victims in the terror in America that happened last September 11. Ravages of war in Afghanistan 20 years ago(1979~early1980) had more than 100 million Afghanistan refugees only on the border of Iran.

The people who used to be silent on previous occasions in other countries, why do they now wring their hearts only on the terror in America?! If their attitudes are out of pure humanism, why didn’t they express their mourning evenly and fairly toward various nations, but why only toward America?!


I wouldn’t like to continue this saying. I really wouldn’t.
But, like it or not, this is the reality of modern society.
The modern society is finding the biggest religion in the mystical phenomenon of ‘economy’ and making ‘money’ the greatest god.

The reason the whole world is dumbfounded and enraged in front of the terror America encountered is because economic and diplomatic issues of each country are affected the most. News on TV and newspapers are busy reporting most parts of the world’s economy market are staggering here and there after the terror in America. A tremendous drop in world stock market, a sharp rise in price of gold and crude oil, emergency in export businesses... It is virtually a warfare without war.


For the sake of profits, there was no classification between America, Soviet(Russia), Britain, France, Australia, Japan, etc.. It is these powers that clapped their hands and cheered to the retaliation of blood by America. Russia have already had the terror of 280 people being killed with the explosion of a building in Moscow a few years ago. Britain, France, Australia and Japan also have no idea of when the sparks from the fire might be at them. In order to subsist in the international society, each nation had to adapt to ‘the order by power.’ Under this law, powerful countries have pursued only their own profits.

Representatively, Soviet invasion upon the Eastern Europe, Soviet invasion of Afghanistan 1979 through early 1980, the Falklands War between the United Kingdom and Argentina, an unceasing policy of discrimination against Aberdeen Native Australians by the government of Australia who boasts of its advanced welfare state, conflict between Great Britain and Ireland,... Like these, there has been an endless ‘policy of profit-seeking’ by big powers.

Until 1940, there has been a prevailing policy of imperialism by big powers. In the aftermath, most of the Middle East was under the colonial rule of Britain and France.

In such circumstances, president Putin of Russia and other powers as well totally disregard their used-to-be brutalities over their victim countries to stand for only firm retaliatory policy against terrors shown on the surface. And they are cheering for America who resolves to take revenge of blood.


During Clinton presidency in America, Clinton administration conducted the policy to protect teenagers, proclaiming the ‘War on Smoking.’ But then, as U.S. tobacco industry was inflicted upon by the policy to protect its own people, the Clinton Administration gave trade pressure to South Eastern Asian countries into buying American tobacco in the interest of American businesses. After all, it was Clinton Administration’s policy of the ‘War on Smoking’ to protect the American people and businesses, only to victimize the South Eastern and especially Korean teenagers.

International society is the ‘society of power.’
This is reality.


When the terror in America occurred, the whole world was consternated. But the folks in the Palestinian autonomy took to the streets and shouted hurrahs. What does these folks’ hurrah mean?
Are they animals?
Or devils?
No, they are just the same as us humans.


Afghanistan folks too see America and Russia totally as foes. When our media in Korea were broadcasting in unconditional favor of America’s position, the New York Times said the voice of reflection, ‘It is the time of reviewing the deep-rooted anti-Americanism’ prior to retaliation through war. This is democracy.

Even though 83% of the people is wanting the war calling for blood, the society voicing bravely some diverse contrary opinions on the other side is democracy.

Right now, I see a group of entertainers campaigning in the public advertisement on TV. It is in the middle of ‘U.N.’s movement to help the children in the world’ by UNICEF(United Nations Fund for children). “Our children are the actors and actresses of the world in the future. Let us grow children bright and healthy without discrimination between yours and mine for the world in the future.” Aren’t there any children in such parts of the world as Afghanistan, Yugoslavia and Serbia, Africa,...?

Here, what we should first care about are:

1) The song ‘We Are The World’ American entertainers made in the 1980s - here, how far are the limits of ‘We’?
2) British entertainers made the song ‘Do They Know Christmas?’ for the children who are dying in hunger due to war and drought in Ethiopia and other African regions. Whom is it for?
3) There is a sharp difference in worth and meaning between a lump of bread given to the full and a lump of bread given to the hungry.
4) Who are the most serious victims in war are women and children.

The politicians, broadcasters and religionists who used to be indifferent when children and women were famished, hurt and being dying in wars in the other regions.
Why?!
Why only right now, that they should be in so extraordinary concern and fuss?!

I repeat.

The current world has no nation who has nothing to do with political and economical influences by the gigantic nation called the United States of America. Even though Soviet invaded Afghanistan, civil wars took place at corners of the world, and things were into a state of appalling confusion and as devastated as a doomed land, yet other countries had little to be damaged.

In front of the terror America came across, however, the very foundation of the world economy began to quake. As sustained so far, ‘peace by power,’ ‘order by big powers’ and ‘society in which only the strong can survive’ were the ‘justice and peace’ made on this earth.

We should remember what one of the greatest spiritual leaders in the 20th century Mahatma Gandhi said, “I can dare say those who insist religion has nothing to do with politics are those who don’t know what religion means.”

Truth is eternal. But how to keep the truth is different case by case. In our country, there are many people who insist the separation of religion and politics. Yet, more than half of the 33 members as Korean nation’s representatives were Christianity activists, with part of the rest of Cheondo-kyo, Buddhism, etc., in the Independence Movement in March 1st 1919. So many religious leaders having been there enlightens us on the fact, ‘Peace doesn’t come in the mere head.’

In the movie Peacemaker, why don’t you bring to mind what was said by the Serbian professor(old Yugoslavia’s terrorist) who plotted a nuclear warhead terror into the building of the United Nations General Assembly, rather than an American style of Heroism of George Clooney

His remark was, “Ethnic cleansing and mass murder in Serbian civil war took all away, my family, my siblings and my motherland. U.N. and the Security Council have been just too nominal and powerless. Pax Americana is silent all along, yet what have they done for us and the entire world? Watching under my eyes my daughter and wife thrown down dead over the ruined motherland, I designed this terror action to arouse the self-awakening to the self-interest strife between big powers.”

The director Olive Stone’s ‘Savior’ is a film apart from the formula of the birth of a hero, spectacular scenes of war and ever righteousness and ever triumpantness of our forces, which is an emblematic of American movies.
Neither is it a documentary style film describing war.
It intends to give awakening to how war is so cruel towards civilians innocent of war and ism, especially women and children.


Frankly, rather than a pastor who pray ‘God help America win!’ at the news of America’s proclamation of war to punish the terror, yet the director Olive Stone’s message is more fit to the Sermon on the Mount. This point is high time for the whole world’s Christians to accept. What is the spirit of the Bible? Who succeeds to the spirit of the Bible?


At the measure of 1981 (20 years ago), the money spent 4 hours by NATO(North Atlantic Treaty Organization) for military purpose was approximately 250 billion dollars. At the same time of the 4 hours spent 250 billion wons by the NATO, our planet had 7000 children dying from hunger.

It equals, a child has been starving to death every 2 seconds.
It is said, 2,620 million dollars a single day is expended in military affairs in the world 2003.

UNICEFF’s purpose is to help support these children! And yet, are the public service advertising of entertainers in our country for the benefit of these children, indeed? For you, me or other Christians to hear, see or feel this situation, for what purpose should we pray?

We confess Jesus as ‘our Lord.’ We say the teaching of Jesus has the highest spirit in human history of culture. However, more important in Jesus religion are:
“It is contents, rather than formalities of religion.”
“It is love, rather than conventional justice.”
“It is practice, rather than theory.”
“It is action rather than words of peace, and life rather than instruction”


The sermon on the mount is the Word written for the human world of reality.

However proactive women’s movement may be in the 21st century, large parts of our global village have still been controlled by the theory of male dominance, such as violence, obedience, outcome, command, ideology, etc..

Like the roman saying, ‘If you want peace, train for war,’ each nations put their own interests first and are accepting and applying the ‘principle of power’ that ‘only the strong can survive’ as a ‘principle of international society.

Man didn’t get wiser after eating the ‘fruit of the Tree of Knowledge of Good and Evil’ which Satan seduced Adam into believing. Rather, a firm resolution was urged, that man should take his own responsibility for eating the ‘fruit of the Tree of Knowledge of Good and Evil’ (Genesis 3). Decisions by man’s arbitrariness have gone worse and worse (Genesis 4, Murder by Cain and Lamech). The Scripture writer tries to awaken his posterity to how seriously humanity is fallen in the murder in Chapter 4 after the Fall of Man in Genesis 3.


Man’s power being destructive is tragic.
Ecologically, war threatens all created (see Romans 8:22).

‘Peace by power’ and ‘justice by power’ leads after all to a war. And the war destroys not only man but also nature, eventually the land.

Use of nuclear weapons deserts man even on the earth. The explosive disaster at the Chernobyl nuclear power plant within the former Soviet Union has been leaving the folks born in the neighborhood to have their irrevocable sufferings of seriously deformed children being delivered. The laboratory of nuclear weapons by big powers, some big and small islands in South Pacific, too, have been being afflicted with the delayed aftereffects of radiation such as unexpected mutation of plants (the film ‘Godzilla’ is a imaginative mutational monster spawned out of iguana due to gene variation after France’s nuclear experiment; it is occasional in the vegetable kingdom) and deformed children being delivered.

If these have happened in America, France and Australia (Russia still confining freedom of speech), all people would have been furious seething with demonstrations. Till now, a small number of environmentalists have been active without international attention.

Pastors who believed and preached the end of antiquity having been ‘by God’ as well may be deepest hurt, knowing the Planet or the human race might be destroyed by the hand of man in 21st century.


I emphasize again I am not a supporter of terror at all.

One doesn’t have to see America is entirely right and the behavior of America is entirely just, nor American government is entirely wrong.
But what we should reflect in life is:

What is justice!
What is power!
What is peace!
What is order!

Look at Isaiah 2:4 or Micah 4:4~5, and they are singing there shall come an age of peace and Messiah’s coming in which people will beat their war tools of knifes and spears into agricultural implements and every man shall sit under his vine he has farmed.
It is a craving for peace thought up by Israelite prophets who were in agriculture and amidst the situations of unending invasions and battles by surrounding big powers.

The present is 2001. There are few folks who make a living nomadically or agriculturally, yet the truth is unchanging.
The Bible emphasizes transcendentally from time, ‘true peace’ is not from ‘balance of power between nations’ but it is possible in only ‘where justice of God is practiced.’

The world of nature is beautiful, indeed.
However, only the strong and the shrewd result in surviving in the strenuous struggle of food chain between the individuals within.
This intense balance between the living creatures maintain the ecosystem of nature, which ‘looked good’ in the eyes of humans.
But then, this survival of the fittest existing in animal kingdom shouldn’t fit into man. It is because every man is born with God-endowed privilege of dignity, in whatever situation he or she is born, regardless of nation or race. (see Genesis 1:27~28)


I am now to conclusion.

The life of modern folks doesn’t have peace accomplished through the efforts of a single person or group. Nor does the peace come of itself, if we say ‘shalom’ 3 times a day.

Against America’s declaration of retaliation to punish the terror, Afghanistan in turn made its declaration of Jihad, or the Holy War to counter-respond.

The figures are not only victimized, who can wield their military and politicians of the Taliban regime in Afghanistan. While the world are seething, raging, mourning, praying and avenging in front of the terror America suffered, yet who will take the role for the sake of the powerless women and children?
Who will compensate for the civilians who would be victims of war?!


There are too many an unanswerable problem in the life of humans.
Especially in the matters of complicated politics of the state and further of economy and diplomacy in international society, things are frequently so complex and abstruse, that it is difficult to judge with simply theory and consequences.

Like Isaiah 40:6~8, the history and culture man built has always been ups and downs.
It is man’s history that has eventually the end.

Today’s text Matthew 5:9 “Blessed are the peacemakers, for they will be called sons of God” as well might be a preaching that neither has been achieved nor will be. However, without this spirit as a basic principle of humans’ world, there would be no way, no truth and no life to be handed over.

Christians, Muslims, advanced countries, underdeveloped countries, haves, have-nots, the normal, the handicapped..., the harmony of all these people are making our one world. Not you nor I can make peace, but all of us can.


Please be reminded, peacemakers, the sons of God, are connectors of the history and transmitters of the life.
